At the third meeting of the Central Committee for Comprehensively Deepening Reforms in July 2018, the "Guiding Opinions on the Pilot Work of Building New Era Civilization Practice Centers" was deliberated and approved. The meeting emphasized that the construction of new era civilization practice centers should focus on uniting and guiding the masses, cultivating people through culture, and shaping customs and traditions. It also stressed the need to mobilize all forces, integrate various resources, innovate methods, firmly occupy the ideological and cultural front in rural areas with socialist culture and socialist ethics with Chinese characteristics, and mobilize and inspire the vast rural population to actively participate in socialist modernization. In August, General Secretary Xi Jinping emphasized at the National Conference on Publicity and Ideological Work that we should promote the construction of new era civilization practice centers and continuously improve people's ideological awareness, moral standards, civilization literacy, and the overall level of civilization in society.

In order to cultivate civilized rural customs, good family traditions, and honest folk customs, coordinate urban-rural interactions, publicize ideological policies, disseminate civilized customs, and bridge the "last mile" in propagating, educating, caring for, and serving the masses, we aim to build a grassroots comprehensive platform that integrates various functions such as ideological guidance, moral education, and cultural inheritance. We aspire to create a home for the people that "spreads ideas, practices civilization, and fulfills dreams." Based on the construction needs of the new era civilization practice center, we integrate publicity, learning, and volunteer activities to serve the masses. We provide full-process technical support services, leveraging our strengths to create a new type of information-based new era civilization practice center platform that integrates command and dispatch, unified management, publicity and display, and interactive communication. The platform can integrate resources from party and government organs, state-owned enterprises and institutions, especially agricultural departments, publicity departments, education departments, culture and tourism departments, housing and urban-rural development departments, as well as schools and party schools (administrative colleges), and unify the management of volunteer personnel, point management, volunteer activity management, wish list management, civilization consultation and release, and civilization practice station management. Volunteer units should create necessary conditions to support volunteers in carrying out activities, fully leverage social benefits, serve the masses well, build livable communities, and enable the public to enjoy a high-quality life. The platform follows five major principles and integrates six major platforms to better serve society, the masses, and the grassroots.
